I have examined the accompanying Ordinance, entitled

The Supplementary Appropriation Ordinance of 1889.

and I am of opinion that the Ordinance is one which is not contrary to the Governor's Instructions.

The object of the Ordinance is to apply a further sum of $349,720.85¢ for the expenditure of the year 1889.
